Mark E. Holcomb, Esq

Mark E. Holcomb is a partner in the law firm of Madsen Goldman & Holcomb, LLP in Tallahassee, Florida, and has practiced state and local taxation law since admission to The Florida Bar in 1985. He regularly represents clients before the Florida Department of Revenue and local taxing authorities, and in litigation at the trial and appellate levels. Mr. Holcomb advises clients on a broad range of state and local taxes involving tax controversies and planning opportunities. 

 Mr. Holcomb is a past Chair of the Tax Section of The Florida Bar and a former Director of its State Tax Division.  He has been named the Gerald T. Hart Outstanding Tax Attorney of the Year (2014-15) by the Tax Section of The Florida Bar and the Tallahassee Tax Lawyer of the Year (2012) by U.S. Media Group and Best Lawyers.  Mr. Holcomb is also a member of the Executive Council of the State and Local Tax Committee of the American Bar Association Tax Section.

Mr. Holcomb has also been recognized in The Best Lawyers in America, Chambers USA – America’s Leading Business Lawyers, Florida Super Lawyers and the Florida Trend Legal Elite, and has received the highest peer rating from Martindale-Hubbell for the past 17 years.

Mr. Holcomb regularly speaks on state and local tax issues before professional and industry groups, and is a member of the Advisory Board of the Paul J. Hartman Memorial State and Local Tax Forum, the Institute for Professionals in Taxation, the Tax Counsel Network, and the Independent SALT Alliance.

Mr. Holcomb earned his B.A. in 1982 from the University of Florida, where he elected to Phi Beta Kappa, and his J.D., with high honors, in 1985 from the Florida State University College of Law, where he was elected to the Order of the Coif and was a member of the Florida State University Law Review and the Journal of Land Use and Environmental Law. He began his career in the Tallahassee office of Akerman Senterfitt and Eidson, and was later a partner in Holland & Knight LLP from 1994 – 2008.  Mr. Holcomb has been a partner in Madsen Goldman & Holcomb, LLP since 2008.
