On Friday, Dec. 3, 2004, Senate President Tom Lee (R-Brandon) and House Speaker Allan Bense (R-Panama City) formally signed a joint call for a special legislative session under Article III, Section 3(c), Florida Constitution. Typically, the Governor will call a special session of the legislature. However, the move by Lee and Bense to assemble their respective chambers instead of waiting for the Governor has not been seen since 1992.
Special Session 2004-A will begin on Monday, Dec. 13, 2004, and is expected to last until Friday, Dec. 17, 2004. The Legislature will consider issues relating to Universal Pre-K, Insurance issues surrounding the four hurricanes, Department of Juvenile Justice funding, and discount medical card provider issues.
