On Jan. 20, 2006, Senate President Tom Lee, R-Brandon, and House Speaker Allan Bense, R-Panama City, released guidelines to lobbying reform Senate Bill 6B, which passed the legislature during the December 2005 Special Session. As stated in a joint legislative memorandum to legislative members and employees, these guidelines provide interim assistance for those wishing to comply with the law. These guidelines may be relied upon until they are modified, changed by rule, or joint rule or amended by law.
The guidelines are divided into two sections. Section one defines the new law by detailing ten exceptions that disallow members and legislative employees to directly or indirectly take any “expenditure” from a lobbyist or principal in the public or private sector. Section two defines the requirement that “lobbying firms” must publicly disclose lobbying-related compensation.
